In 1999 Bobby Chacon, an FBI Agent in New York City, was tasked by the FBI Laboratory in Quantico to establish the FBI’s Underwater Search and Evidence Response Team (USERT) Program. Bobby was already the first full time FBI diver in the Bureau’s history, but he then spent several years setting up four regional FBI underwater forensic teams. Along with forensic experts at the FBI Lab, Bobby set up the Programs' protocols and Standard Operating Procedures. He then hand-selected every member of each of the four teams and remained the Senior Team Leader of the FBI’s New York City USERT. He later became the Senior Team Leader for the FBI’s Los Angeles USERT. Until his retirement in 2014, Bobby had trained every single forensic diver in the FBI and even trained members of the US Navy in underwater evidence collection, as well as police departments around the world.
